Any ideas about who would wipe
someone's mind, put the yellow sign on them, and do
the same to people who would ultimately end up in a
band together? (Cut and paste)

Warning: rambling idea ahead.
Let's mix the office and the sign and band together:

A group that might get involved with this (who is not the Sleepers) could be 
the GLS(Why the hell not? It's a complete left-field group in this idea) , 
in effort to try and rope in possible members of the TNI into believing that 
the office they set up was an actual TNI outpost. Spiders waiting for a fly. 
Problem is that the web is poorly contrstucted and some higher ups noticed 
an oddity in their ratio of office-fronts to overheard costs and discovered 
that a planted file in the cabinet was planted their by some secretary 
working for the GLS. Maybe the TNI knows it's the GLS and just wants to 
eventually trap them in an awkward moment, or they are watching the office 
to find out who is actually running it. Point is, the TNI isn't going to 
shut it down anytime soon.

So, why the band and the symbols? Well, when the GLS kept kidnapping 
potential TNI members, they ran into the problem that none of them were 
actual members. So what do you do in the situation? You hire outside help, 
namely the help of a certain Cliomancer who wipes the mind of the individual 
to make them believe that they're actually part of a band who is traveling 
around America, not some person who came into the office looking for help 
investigating something and then got tortured for information they didn't 
have.
The tattoo? That's twofold: 1. It marks who's been brainwashed and who 
hasn't, 2. It also acts as a way to make the bonding between the band 
members seem more real, i.e. "Yeah, we all got these tattoos together, you 
know, to show the bonding of the band."

Now, for them to become the shadowy employer: maybe they realized that the 
TNI had caught on, so they've deicded to make the most out of their 
situation and started using the people there as unaffiliated trouble 
shooters (like what was going on originally).

Thus they become a GLS run office front that acts like a TNI office front 
and uses unclued people as investigators. Not too confusing, I think.

Added thing that could be fun: Since the brainwashing of the people would 
have to include having several "washees" ready (so that you don't run into 
the thing where one guys shows saying that he's the band's lost member when 
none of them have him brainwashed into their memories), then that means 
another two things: 1. They be holding a couple of people in the basement, 
getting ready to form up a new band, and 2. It may mean that there is more 
than one band out there.
Har haring ensues.
