Reason for varying skill costs:
Its fun to have a variety of different types of skills in the party. If
everyone tends to have roughly the same skills, it limited character
concepts somewhat. There are a lot of character concepts that just don't
involve skills in Firearms, Notice, et cetera. Playing unemployed artists
or something can be fun, but you have to have a way to make sure that the
player has something to do when the hard ass
investigating/bullets/schmoozing comes up. One way to do that is to make
sure that if he doesn't have one or two frequently useful skills, he has a
lot of occasionally useful skills.
Ie, look at the Rogue in D20. That game is (whenever I've played it)
mostly about fighting, and the Rogue is not that great there. But he has
a huge advantage in almost every other situation.
