Here's an idea:  Every buyer gets his or her own unique rule which is an 
exception to the core rules (like how most CCG cards each have their own 
little exception).

Presumably, the designer would have some sort of quick-'n'-dirty method 
for developing these rules, and may even be able to design Minor, 
Significant, or Major rules (to borrow unrelated terminology), for 
people who pay (say) $25, $100, or $1000.

Each rule holder would have an incentive not to give that rule away, or 
at least to sell it for some bucks.  And there are ways of guaranteeing 
that (say) Stolze wrote that particular rule (if you're into strong 
cryptography).

I'm sure this exact idea won't work, but maybe the UA List Brain Trust 
can make something of it.
