I think Ghost City and the Wasteland are something
else - like the otherspace equivalent of Godwalker
channels. Ghost City and Wasteland probabaly have
incarnated throughout the multiple histories of the UA
universe - it's how some people escape the Big Ol'
Remake. 

The Garden from the Room of naked, wild guys and
tarzan chicks (okay, I forgot the name, already) is a
major Room. The average agent occupies a significant
O/S.

The Cubbyhole of Discordant Propriety is minor.

It will work, but I get an instant handle of scope if
a see a single percentage - like it is based on the
similar break down as Avatar Channels.

The Broomcloset of Second-guessed Chances is minor
The Motel Room of Tinctibulant Distress is sig, and
the Hotel of Screaming Hygiene is major. 

The Agent probably has no control if the Room's rating
is higher than his Renunciation rating.

01-70 A permanent, minor Room
71-90 A permanent, significant Room
91-99 A permanent major Room

00    A massive Otherspace, the Ghost City and
Wasteland (size of islands). Can never have
controlling agents.

How's that?
