No, it doesn't.  But then if I posted something saying "Ken
Livingstone is obviously an urbanomancer" without any
further context, then I'm not actually helping you
understand anything about my culture.

When Greg wrote

That doesn't actually tell me enough about the situation to
know whether or not it is worth me investigating it further.
That's US-centric because it presupposes a level of
knowledge that I for one don't have, in the same way my bald
statement about Ken Livingstone presupposes some knowledge
of English politics.

Sure, I could go investigate further, but that's not the
point.
