Mystic history isn't my field, either, but I"d like to
reccomend "Snakes and Ladders" and "A Highbury Working" by
Alan Moore, which are exactly what I imagine cliomancy to
work like (plus one scene in From Hell).  Moore draws upon
the history of a given location, then throws in some
old-school occultism, and takes the history as occult
symbolism and the ouccltism as historic symbolism and just
stirs until everything refers to everything else.
