Depending on certain factors (some Gm's ruling and such), yeah, I'd say some major charges are easier and some are harder.  After all, Oneiromancers pretty much don't get any, ever.  But also major effects can vary in power, and lower levels effects and charges.  Magick is not always the same from school to school.

In the town I grew up, there's this huge, ugly mansion built by a guy who won the lottery and wanted to falunt his new fortune in front of his ex-girlfriend, so it's right in the center of town with a yard no bigger'n a normal house, and such.  Completely absurd, as a typical house like that would be far from the center of town and all.  Well, I always figured the house and the guy (who I figured was an entropomancer) would make a good location for UA (and was to be part of my city writeup). (I'd be calling it Coincidental Mansion, to steal a line from Alan Moore, but it could be whatever).

I figure one plot involving it coul be the guy apparently commits suicide for no apparent reason.  Rich, happy, no note, etc.  Mundane PCs investigate, trying to find out why he did it, come accross some connections to the OU, and get dragged under.  Turns out (he being an entropomancer) he was playing Russian roulette and lost.  For PCs already in the OU, make it that he was well known in the OU and then hear about his death.  He was rumored to have some McGuffin, which people are seeking out following his death, etc, etc.
