Greg mentioned a while ago something like this occurring.

I wonder if that's a neat enough explanation to void the whole discussion.  Presumably, the IC want the world reborn in their own image, requiring the world being reborn, thereby requiring the Comte, so they make sure (as best they can) that he'll ascend properly.
