I like that.  Sort of a weirdly twisted version of Superman's origin (strange powers due to being displaced from a different world where everyone was like that, or some such), giving the Comte other possible weird abilities based on prior incarnations of the world.  Suppose there was no cause and effect, or no reliability in experimental, scientific data.  Then the Comte can wander near an experiment and make it go all wonky.
