[UA] Charge gathering

Well, this works really well for a certain flavor of Dipsomancy. But it
tends to create high-powered dispos who are also sophisticated and
wealthy. I like my hard-core dipsos wasted and homeless, which is why
I'm going to stick to the "pound a bottle of Mad Dog for a significant
charge" rules.

No reason both schools can't coexist.
