[UA] Charge gathering

Well, I wouldn't call the ability to tell the future and telekinetically
hurl chairs "screwed". Let's not fall into the WW trap here -- UA is
supposed to put adepts on the same level as mundanes. If I'm an adept
and I never taste a significant charge, I'm still a fucked-up badass.
I'm inclined to run a UA game where most of the adepts stick to minors
except the hard-core weirdos, and most of them would burn out pretty
quickly.

After all, you can only play Russian Roulette successfully so many
times.

A spell that takes four significant charges should be a BIG DEAL. If it
takes four days to build up that kind of mojo, that's not a big price to
pay. Of course, you could have the dude try to drink several bottles in
one day if he's desperate... but he should pay the price for that kind
of behavior. As Mario points out, four sigs only puts the guy at -95% if
he does it all at once. I'd be more inclined to up the sig-charging
ritual to six or seven drinks in that case... after all, we're talking
about the equivalent of playing Russian Roulette four times!
