There's a huge difference between using sigs rarely and never, ever, ever
being able to get sigs.
I agree that Dipsos are screwed up in that they generally speaking only
get minors or only get sigs. But an adept who can never cast a sig spell
isn't just "on the same level" as a mundane, he's much, much worse
off. Especially a Dipso, who takes a significant penalty to any
non-magical actions when he's charged up.
Telekinetically hurling furniture is cool and all, but even a sig blast
isn't as good as a gun, and a minor blast is pretty pitiful. Good for
making people make Unnatural Stress Checks, if they're low enough on the
hardening scale, not good for killing people.

Dispsos can't effectively build up charges over the course of multiple
days. Their taboo is almost unavoidable. They're /supposed/ to build
charges quickly and lose 'em quickly.
