[UA] Charge gathering

In the recently-completed UA campaign I was in, dispomancers (and anyone
else who (re)used historically significant "stuff" to get charges) had to
deal with the psychic bleed that game from their vessels.  Take enough sips
from Nixon's coffee mug and you start to become very, *very* paranoid, for
example.
