I could see downtown from my porch if not for those pesky mountains...

For a surrealist view of Los Angeles as it sees itself, I suggest a few 
movies:

Pulp Fiction
L.A. Story
Bowfinger
L.A. Confidential
Chinatown
Barton Fink

L.A. Story has some real odd elements that could be twisted into UA.

Cell phones are fairly inexpensive... $20-$75 a month based on how many 
frills you want.

Some non-fiction stuff you might want to examine are The Black Dahlia 
killings & the Tate-LaBianca murders (Manson Family).

A good setting is Canter's Deli & Restaurant on Fairfax (open 24 hours, 
near the clubs) which nearly qualifies as a landmark. It has been a 
counter-culture hangout since the '60s. Also, if you drive a few hours 
you are out in the desert... nothing but rocks, stinkweed and some 
coyotes. Common scene for raves.

Let me know if you want more tidbits on the place.

As far as drugs goes... I don't know what it's like now, but the 
alt.drugs newsgroup used to have some good info.
