I like it. Could failed notches subtract from initiative also (you're
too busy freaking out to do anything)?
I also like Chris Cooper's suggestion of declaring actions from lowest
to highest and acting from highest to lowest. I've been using that system
for a long time in other RPGs and it works well once you get the players
used to it.
