Another possibility would be assuming that GMCs all roll a 50 when working
out if they are Successes or Fails, and then using their Speed as the
value of that S or F.

So someone with Speed 45 would go on Fail, at 45, and someone with Speed
70 would go as Success, at 70...

Or you could halve the Speed...

Most of my characters don't have 50 Speed. That means most of them would 
be failing most of the time. And those that are succeeding would be doing
so at a fairly high value...

But I'm not sure that's much worse than people with 10 Speed always having
a Success at 5 (which is how I read Greg's suggestion)... When really they
should Fail most of the time...


Another idea would be to use the Speed / 10 (tens digit of speed) as the
number of Successes the GMC can have in a given combat (figuring not many
will go over 10 rounds). Then the GM just notes down each one she uses as
she goes. And the GMC goes on... 1/2 Speed if Succes, or avg of Speed and
100 if a Fail... Or something... Perhaps that's too much work for a
low-work system...
