Why a cliomancer would go to such lengths is left as an exercise for the
GMs.
This one I can buy, completely. The story was spread by said cleomancer,
and, if the magic of the gun doesn't prevent cleomancy from affecting it, he
could do that to get the entire OU to look for it. Since it appears to the
desperate it would usually show up among non OU sources, he does this to get
the OU to actively search it. That way, if someone finds it, he can take it
from them and destroy/hide it. The reason he would do this is because he's
(obviously) an agent of the sleepers, and sees that gun as a huge
possibility for problems, altough the nature of the gun keeps mortal
authorities out, it may attract organized crime, not attention the sleepers
want...
Consider then the possibility this cleomancer is behind getting the FBI
after the gun, where he will obtain it from evidence (everyone knows he's
the assistant to the DA...)
After finding it, he'll try to magic the recollection of the gun away.
Difficult but not impossible...
