there's the kelpie, though that's a water spirit/fairy/demon that turns into
a horse, rather than turning other people into horses. from scottish
folklore. it lurks near lakes and rivers waiting for solitary travellers,
then turns into a beautiful horse and approaches them. the traveller
(presumably thinking "wahey, free horse!") climbs on its back only to find
they can't get down again. then the kelpie runs straight into the water and
swims round the bottom till the rider drowns.
