I would probably do something like this. I certainly wouldn't give any overt penalties for random magick (or, for that matter, feel constrained to demand the same number of charges should be paid each time for formula spells).
Of course, this kind of destroys the point in the rules for creating new formula spells, which is a shame (I like the "make up a ritual" thing) but, hey, swings & roundabouts...
