One way I've been contemplating doing something like this is to simply give the mooks a skill like "Don't die" and have them roll this whenever they're hurt.  If they succeed, they don't die.  If they fail, they're dead, regardless of damage done by the weapon (or, give bonuses and penalties based on damage)
