I dunno about now, but I'm gonna venture that a big contender was Seattle 
School District Superintendent John Stanford, up until his unfortunate death 
a couple of years ago. "John who?" Yeah, I know, this is way out of whack. 
(Come on, Tynesie, you here, back me up, here! :))

The late Mr. Stanford was one of the best, most efficient, well-liked, 
*coolest* public servants I've ever heard of, anywhere. Probably an 
Urbanomancer or something too. People would parade outside his hospital 
window a few years ago (he died of lukemia) showing their support, nearly 
every day. He had the support of just about every dang person in the hideous 
bureaucracy they call the public school system 'round these parts. He could 
actually *get things done.* He's quoted widely as saying such things like, 
"I'm not here just to be here. I move fast, strike quick, get things done. 
I'm not a politician."

And so on and so forth, blah blah blah. YMMV.
