[UA] [OT] Recording Phone Calls

Hey --
    So I've tried looking for a FAQ and I've browsed some relevant
newsgroups.  The next step is posting and depending on the kindness of
strangers, but before I try that I thought I'd take a shot at the kindness
of listmates.
    I need a way to record phone conversations so that both I on this end
and the caller on the other come out at the same volume level.  While I'm at
it, it would be great if I could kill some of the static that comes down
phone lines.  I need to do this at home, and I need to do it as cheaply as
is possible without actually building my own equipment.  I am not an audio
engineer or even an audiophile.
    If you know someone who can answer these questions and several other
painfully ignorant ones, or if you yourself are such a person, please drop
