That's interesting (if a little hokey).  I could work that into things.
Since the game was last night, I just went and made stuff up, adding a State
Supreme Court (one target), giving a military dimension to the local ESS
airfield, and staging some demonstrations against racist cops.  That should be
enough.  But thanks to everyone who responded.
