I'd say on balance, no. Once you've doubled the skill points, turned up XP
awards, focused heavily on avatars, and possibly rejiggered the politics of
the setting to make it move black & white, you're not playing "out of the
box" UA.
Note: THIS IS NOT A BAD THING. It speaks highly of UA's thematic unity that
it takes so much work to move it from point A (realistic heroism) to point B
(idealistic heroism). Messrs. Tynes and Stolze have done their job well in
giving us a world that is consistent and fully fleshed out. More than one
RPG has died at birth or withered on the vine due to lack of a coherent
theme and mood (In Nomine springs immediately to mind). RPGs as presented
as packaged units (books written by authors for play and modification by
games) should have such unity, because IMHO it provides a firmer starting
point for players and GMs.
