Not necessarily.  Doubling skill points is given as a completely kosher by 
Knives Tynes and Stolze.  And I've always pictured avatars as being very 
common.  After all they are the molds that the universe puts people into.  
Even if most folks aren't strictly adhering to some archetype I'd place 
something like 30% of the population as being low-level avatars.
