[UA] Campaign Idea

I have a very sketchy idea of the campaign I will be running starting next
month.

The PCs will be a gang.  A street gang on the rise in the city and in the
occult underground.

The leader will be an Avatar of the Demagogue.  His right hand man will be
an Avatar of the Executioner.

The rest of PCs can be anything they want, as long as they are part of this
group.
