The quality of steam ranges from 0 to 1 for steam in the saturation 
region as you suggest.  However for sub-cooled steam, or superheated 
steam, the quality of the steam isn't defined.  So a value less than 
zero signifies subcooled steam and a value greater than 1 signifies 
superheated steam.  The magnitude of the results above 1 or below zero 
is irrelevant.
