Prof Bina,
Values of outputs at previous time steps can be obtained from Type150
in the standard library or from Type661 in the TESS Controllers library.
I am not aware of any components that read ahead in the weather data so
obtaining Tsky (or anything else) at time t+1 would require writing a
new component.
