Huseyin,
I think that your point 2 is the right direction. You can read your
data (including GHI) using Type9 and then feed GHI, T, and RH to a
Type16 radiation processor. Type16 has a number of algorithms for
estimating solar on tilted surfaces. The most basic of these requires
only GHI but there is an improved algorithm that takes GHI, T, and RH.
