Hilal,
  When you say that the tank takes a longer time to charge than expected, it seems there are two possibilities: one, that Type60 has got a problem in its algorithms or two, that the heat transfer out of the tank is lower than you're expecting. I have not used Type60 in a cooling application before and I have had some trouble with its heat exchanger algorithm breaking down. If you are extracting energy from the tank by means of the heat exchanger, that could be part of the problem. If you have access to Type534 in the TESS Storage tank library, I would highly recommend switching to that tank model. If you are extracting energy from the tank by means of water flow through the tank (ie there is no heat exchanger) then make sure that there is not something in Type60 that is fighting against the cooldown; for instance make sure that the auxiliary heaters in the tank are not trying to keep it warm while you're trying to cool it down.
