Bashar,
Type54's outputs are in solar time since it doesn't ask anything
(either in the parameter list or in the external file) about the
location's longitude. As a consequence, yes, you need to set the Type16
parameter to expect solar time, not local time.
TMY2 (and TMY3) data is reported in local time. When reading these
data files, we highly recommend that you use Type15, which reads and
processes weather data entirely within one component so that you do not
need to worry about setting Type16 parameters.
