Attached is my deck file.  How can you tell where the error is based on the .lst?
Well, it dies just after the declaration of Type 71, and it says that logical unit 31 is at cause; just above the error you can see that parameter 9 of your type 71 is 31 indeed, and Simulation Studio was nice enough to add the comment "! 9 Logical unit of file containing biaxial IAM data".
Now that I have your deck file, I can see that just below it says
ASSIGN "" 31
That's why it doesn't work. (You need to specify the IAM data file under the external file tab in Simulation Studio).
No magic. :)
