Arnaud,
In addition to Francois' comment, I am not sure how you are modeling the 
building but if you are using Type56, make sure that you have set the 
zone thermal capacitance to a realistic value. The thermal capacitance 
defaults to 1.2 times the zone air volume, which takes into account only 
the capacitance of the air in the zone. It neglects the capacitance of 
furniture and fixtures. Typically, a value of about 5 to 10 times the 
default is used. Changing that will result in a lot less oscillation for 
your controller because the zone will respond more slowly (and more 
realistically) to the heat pump.
