[Bldg-sim] Minimum Requirement of Thermal Performance of Proposed Building Envelope

The U-values are not mandatory for the designed building. The U-value
limits must be respected by the baseline model. The mandatory provisions
for the designed building are in paragraph 5.4 as for the envelope (in par.
6.4 as for the HVAC system, in par. 7.4 as for the Service Hot Water, and
so on).
