[Bldg-sim] Minimum Requirement of Thermal Performance of Proposed Building Envelope

Dears;
It is my understanding that App G doesn't mandate the criteria of baseline
building envelope' thermal performance as described on tables 5.5-1 through
5.5-8 to be implemented on the proposed building as well, it is the design
team in collaboration with the energy modeller who shall decide about the
adequate U-Factor of different building fabric element even if the
U-factor's of some elements exceed the respective values of baseline
building as far as the overall building performance achieved the required
target, I don't think this is right interoperation of G1.2, please correct
me if I am wrong.

I have received the following comment from the rating authority "Please
revise the above grade U-value to be equal to or less than the ASHRAE 90.1
baseline value"; for me, the comment doesn't correlate with the App. G.

Please let me know your thoughts;
