[UA] narquis charges

Minor effects take place as soon as you take the drugs, but aren't
associated with specific drugs. Significant effects work like Mechanomantic
constructs: they're magickal concoctions you make, not spells you cast. The
longer you work, the more powerful a drug you can cook up.
