Damned straight on the shut off the wrong parts thing. On some things I was 
on, my ability to write was limited to copying things I read word for word. 
Creative ideas normally come to me like water comes from a waterfall. On 
drugs it was like having to dig through  ten feet of soil and clay and 
bedrock to reach groundwater. With a plastic spoon.

Then again, they had misdiagnosed me. I have manic depression, and what they 
gave me I think was for chronic depression. It could have been that.

Actually, no, it wasn't that. It was the fact that mind altering chemicals 
all suck the genitals of dead barnyard animals. And so do mental health 
"proffessionals".

Bitter? Maaaaaybe.

Oh, I've seen it happen. And I can also testify to that meds, even modern 
SSRI ones, shut off parts that you might want to have. Difficult to put the 
finger on exactly what it is, but I'd say something on the lines of 
spontaneous creativity (like improvising roleplaying dialogue). But it's 
probably different for different people and different meds.
