That's how I tend to see it, at least: Being an Agent involves
carrying the Room's agenda (or rather, what you *think* the Room's
agenda is), which involves more than simply bringing people to the
Room to get Renounced, something that may not be practical or feasible
in some cases (or simply impossible - if the Room's agenda is forcing
inactive people into action, what do you do with somebody who is
*actively* opposing your current plans?).

Thus, Agents of the Room of Ignorance are actively engaging in
industrial sabotage campaigns, promoting radical enviromentalism or
seeking and destroying mystical artifacts and sources of knowledge.
Agents of the Room of Rusted Things are pushing people into action and
getting involved in conflicts, just because. Agents of the Otherside
Room probably have their pet causes to pursuit.

Also, while the Room provides for the Agents, it doesn't provide
everything. Agents still need contacts, allies, information,
resources. There is their reason to get involved with the Underground.
