Indeed.  "no clear religious basis..."  Early folk
thought rain was the semen of the gods...it's what
Ba'al worship was about, for crying out loud. 

Clearly, *clearly* this was a strip tease for said
"rain gods."  

Honestly.  It's as clear as the day is long!
