Easy. They don't work for The New Inquisition -- they work for
The Old Inquisition.

Which group is one of the most powerless and unclued cabals in
the books? The Order of Saint Cecil.

So, if your buddy-boy has been reading diligently, he "knows"
this. So, kick the props out from under him.

The Order of Saint Cecil in your game could be the King Shit of
Occult Crap Mountain. Their occult and black op capabilities are
so good that not only do they make TNI and the Sleepers look
like widdle kids with popguns, they have successfully convinced
everyone that they are *completely* clueless.

The Order, of course, is centuries old and richer than Croeseus.
They know all about the big magick schools and archetypes (how
else do you think they can taboo them with Occult
Countermeasures?). They may be run directly by the Comte himself
(another great bit, because the textual Comte doesn't do this,
really.)

They are charged with keeping the world/reality/cosmos from
going completely nutsy fagin, blowing up, splitting in half,
being consumed by giant dimension dragons, whatever. They are
Reality Cops, who work for the Man, literally. 

The Comte's "job" is keeping the Cosmos ticking in an orderly
fashion: eliminating Toge time-kinks, smoothing Ascensions and
Renunciations, keeping Otherspaces neatly fenced, knocking down
madhis, repairing the walls between the Astral and the Material
Planes, killing thaumophages, and so on. 

So long as the peanut butter doesn't get in the chocolate, they
don't care what sorts of power politics go on behind the scenes.
Let TNI and the Sleepers and even Mak Attax play; the Sleeping
Tiger can snore or wake, who cares? Well and good. But if any of
them start screwing with causality or the Invisible Clergy or
bringing Otherplaces and Otherplanes into this one, well --
that's a problem.

Testing ground for new TOI members, possibly through a TNI
cut-out shell company.

Start throwing anonolous clues at him. If he looks beyond TNI as
the prime mover, that proves that he and his group are ready for
the next stage of induction: the discovery that their TNI front
is "actually" a Sleeper front.

Later, the Sleeper org could be seen as a front for Mak Attax.

Stil later, the Comte tells them the truth.
