They're not. The whole TNI thing is a Sleeper cover
operation. They do some dirty deeds and protect the
real Sleeper agents and interests while TNI gets the
blame.

A couple of gnostic gossips sprinlked every know and
then and everyone's none the wiser.

It will look rather odd when Abel sends in an internal
audit of a company that doesn't register in his books
but he remembers starting it for some reason.
