It sounds like what you need is a perpetual motion clockwork, rules for which are given in PoMoMa.  As you might guess, this is a variety of clockwork powered by a perpetual motion machine.  IIRC, the main drawback to this type of clockwork is that the PMM will keep moving faster and faster, until it eventually explodes, unless the clockwork burns off the excess energy by doing stuff.  Anyone got a copy of PoMoMa on hand to check?
