I ran a game somewhat like this about 15-16 years ago. It was pretty
systemless at the time, the game's title was Dichotomy. They were on a
prison containment that had wrecked due to the actions of one of the
prisoners. Most of the people in the containment were dead, and the
survivors were amnesiac due to a ruptured nerve gas container. They were
able to pull together enough records to know a little bit about the
prisoners and guards, but not enough to know who was who. My best
roleplayer/investigator at the time, a CoC veteran from the tutelege of
Ken Hite, managed to piece together who everyone was, that he was the
one that had caused the 'accident', and was easily the sickest, most
twisted individual he could think of. Even those some of the others were
also pretty sociopathic he started playing cat and mouse and playing
their psychoses against each other while trying to find a way to escape,
while continuously destorying evidence of who they really were. It
didn't last many sessions, nor was it supposed to, but it was a lot of
fun. Ken always did train good investigators even though he thought I
was weird and distruptive at the time.
I tried the same idea again a few years later using Kult as a system,
but it was less successful due to less investigation worthy roleplayers.
