Perhaps it is above freezing-point snow. A quirk. It
might melt at a higher temperature. Perhaps boiling
point.
The question is does it stay magical in its water
form? Does it not boil at boiling point? Since one
ordinarily cannot freeze in it, can one drown in it in
its liquid form?

A ticket out of Dodge before the Pumpkin King comes
out of Halloweenland looking for a ball of magic snow.
Keep the snowball in a safety deposit box. Hold an
auction. In my game I had Occult
Underground/Mainstreamers that collected "stuff",
fall-out for unnatural phenomena (bricks that bled,
bottles of ectoplasm, saplings that had coca-cola
instead of sap, etc). You could definately get stuff
out of there with normal money. If you're dealing with
a Gambler, get something magical out of the deal.
