The special camera requires special film. Either the store owner wants
something equally special in trade, or he doesn't have any film, and the
players have to make a side trip to find film that will work: if the
camera is old enough they may have to comb antique/junk stores (and all
the weirdness you can pack into one) before they can find any.
Armed with film the PCs go of to see the sites (they're in London after
all). They take maybe three or four pictures before the roll runs out.
Once they find someplace that can develop the film (the age/size of the
film plus antique packaging means you can't just drop it off at the
drugstore) things really start happening.
Depending on the size of the roll I would have the last "inherited"
photo fall in line with the earlier series of women's photos/drawings
(to tie back into the larger story arc) the others should show a mixture
of newsworthy events, plus one of a very distinguished looking gentleman
turning suddenly to face the camera. (he's on some steps, and the name
of the building is visible over his shoulder) Close study will reveal
that he is in each of the other photos, watching the events.
This sets them up to investigate an older, wiser avatar of the
chronicler. One who, perhaps, got rid of the original camera wielder and
would not take kindly to a yank upstart visiting him with questions.
Or perhaps the old photos were particularly gruesome murders, and the
cameraman tracked down the killer only to be killed himself.
