Interesting. Two points to make:
1) In my opinion you're thinking about this a bit too sanely. Supposing your
Plutomancy skill is >50% . . . well, I think you should be a little bit too
obsessed about gettin' mojo to think about not cashing charges in (if that's
possible). You're supposed to be aching for juice, dammit! You're not a
coldly calculating D&D character, you're a junkie!
2) I don't have the UA book in front of me, but it's a legitimate question
of what counts as currency. If someone gives you $100 Euros but you have no
easy way to cash that in for dollars, do you get a charge? I mean, they're
impossible to spend otherwise. If you do get a charge then you should get a
charge for getting $100 in casino chips (if you're near the casino at all)
-- assuming someone paid you in chips at some point. Lottery tickets,
though, really aren't currency anywhere, and I think you can legitimately
argue that you don't get the charge until you cash it in.
No way I'd give a charge for a cash advance from a credit card (no one is
paying you -- YOU are paying you) or an unpaid IOU. And you have to consider
how the IOU is created -- I'm not positive, but I doubt that if you lend
someone $100 and then they pay you back, you get a charge for that.
But a lot of this is moot IMO. You're a junkie, dammit! A junkie! Get your
mojo NOW!
