I thought it even said something to that effect in the minor/sig/major
unnatural phenomenon section of the book, at least with regards to major
charges. If they break taboo with so many minor or sig charges, then an
appropriately powered and flavor unnatural phenonmenon manifests.
A 'nice' way to bleed off charges would be to treat it like a 'ring of
wishes'. That is, whenever the player or character wishes for something,
and if it falls into the domain of whatever flavor of adept they're
playing, then treat it like a random magick effect, only informing them
the next time they consciously cast a spell that they are down that many
charges.
A simple and cruel way to whittle down their account would be to make them
pay the cost of a spell even when they fail their roll.
