I agree with you that charge hording does happen with certain schools but I
deal with it in two different ways. One, I make them pay for random magic.
If the normal spell was one Sig I make the random cost 4 sig and 2 minors.
This really helps drain my Pornomancer because he always casts random.  Two,
I use their psychological conditions to get some.  For instance, I have a PC
(it's the Pornomancer again, I guess he's the only one who really collects
charges) who enters a fugue when he witness someone's head open up (he got
it because of a combination between a True King and his good friend an
entropomancer trying to charge up).  Anyway, when he wakes up out of the
fugue its usually a week later, his moneys all gone , he's traveled across
the country, and his charges are down.  He's learned to accept it.  Finally,
you can use a Merchant to trade them away.  Players are very willing to
trade away charges for info or items if they can pile them back up again.

The final thing to think about is that I have never seen the big pile up of
charges make any great difference in the game.  It doesn't let them cast any
faster or more powerfully except for random and then you make them pay.

Oh, I just thought of something else I have done.  When you pile up your
charges you begin to pop up on everybody's radar.  The more you have on you
the more you look like a target.  Eventually, all those charges can get
every cabal, group, creature, avatar, and not to mention the cosmos itself
out for your ass.
