Why wouldn't the children age?  I'm sure that , if he wanted to, and was willing to spend the charges, a clockworker could create an automaton that appeared to age.  Perhaps the automaton-baby is programmed sleepwalk around the house at night, collecting mechanical devices and incorporating them into itself.
