Idea for a new bibliomancer formula: Its in the Manual!

If you get the original documentation that came with something and it says
that, you add a footnote in a margin with an *, #, or whatever sign they
use for footnotes in the doc, and spend charges according to effect, you
can add/substract that feature to the original equipment.
